D&M Holding and Ukrainian Defense Industry To Produce Ammunition Propellant In U.S.
D&M Holding Company Inc. (D&M) and the Ukrainian Defense Industry Joint Stock Company (JSC) are partnering to produce specialty chemicals in the United States to address the critical shortage of propellant used in the production of ammunition for the Ukrainian defense forces.
The agreement was signed at the Ukraine Recovery Conference in Rome on July 11 by Ukrainian Defense Industry Director General Oleh Huliak and D&M Holding Company CEO Daniel Powers in the presence of Lt. General (Ret.) Keith Kellog – U.S. Special Envoy to Ukraine; Ambassador Julie S. Davis, U.S. Chargé d’Affaires to Ukraine; Lynndy Smith, Member of Ukrainian Defense Industry JSC Supervisory Board; Oleksandr Kamyshin, Advisor to Ukraine President Volodymyr Zelenskyy; and James Jones, EVP, D&M Holding Company Inc. Powers also spoke on a panel for defense manufacturing during the conference.
The single-base propellant made in this new U.S.-based facility will be used for artillery ammunition, including 155mm shells which are greatly needed by Ukraine in their ongoing defense against Russia.
“We have to gradually move from large-scale procurement to our own production to meet our immediate needs. It is equally important that the company will operate in a safe area. Our cooperation with American arms companies will continue in other areas,” emphasized Director General Huliak.
“This joint venture continues to build upon and further strengthen the relationship between D&M and Ukrainian state-owned enterprises with projects now in both Ukraine and the U.S.,” said Powers.

Outdoor Stewards Launches “Come With!” Recruitment Program
The Outdoor Stewards of Conservation Foundation (OSCF) has partnered with the Kentucky Department of Fish and Wildlife (KYDFW) for a yearlong campaign called “Come With!” which focuses on increasing participation in hunting, trapping and target shooting across the Bluegrass State.
New data from the NSSF shows a 17% decline in target shooting participation since 2022. With additional reports of hunting and trapping numbers remaining flat, it is more important than ever to introduce new people to these activities.
OSCF research shows that millions of Americans from all walks of life are interested in giving activities like hunting and target shooting a try. One clear insight from years of research is that one of the most effective ways to get them off the fence and out into the field or on the range is a simple ask from a current hunter or target shooter that they already know and trust.
“Increasing participation in activities like hunting, fishing, trapping and target shooting not only allows for more people to learn a new skill and become advocates for conservation, but it also brings much needed new customers to the market,” said Murray Road CEO and OSCF board member Tim Brandt. “OSCF’s Come With! program is a low-cost way to engage with your current customers while growing future customers.”
